MISSION STATEMENT:  ENGINEER'S OFFICE

The mission of the Warren County Engineer's Office is to provide a safe and efficient infrastructure system for the traveling public and distribution of goods and services/economic commerce by recommending and implementing programs and projects which eliminate problem areas that have been identified as functionally obsolete and/or structurally inadequate.  The major work effort during the year is generated by the County's Capital Improvement Program. Permit Application Process:

If you plan to perform any work within the County right of way, including excavation or driveway alteration, you must first obtain a County of Warren Highway Access and Construction Permit Application/Agreement. Permit applications and a complete copy of the Warren County Highway and Bridge Standards are available here.

  • A Driveway Application specifically deals with Section 8 (Driveway Improvements) and Section 11 (Highway Access and Construction Permit) of the Highway and Bridge Standards. In addition, the application includes insurance requirements, fee schedule, typical residential driveway plan and sight distance requirements for streets and driveways.
  • For a Road Opening Application, you should refer to Section 11 (Highway Access and Construction Permit) of the Highway and Bridge Standards. A Utility Company should also reference Section 10 (Utility Improvements). Application also includes insurance requirements and fee schedule.

Please complete the application and submit, via e-mail, to engineer@co.warren.nj.us, or by regular mail to the County of Warren, Wayne Dumont Jr. Administration Building, Engineer’s Office, 165 County Route #519 South, Belvidere, NJ 07823. The fee can be submitted to the same address by check or cash. Permits will not be issued until the fee is received.

Once the permit is obtained and you are ready to start work, you must by law call the New Jersey One Call at 1-800-272-1000 before you excavate. Once you have an effective mark out number you can schedule your work. You must give the County of Warren Engineer’s Office at least 24 hours notice by emailing us at engineer@co.warren.nj.us or call 908-475-6545. Please have your permit number and your One Call confirmation number available.
